Un appel pour encourager les familles marocaines à ouvrir les documents familiaux afin de préserver le patrimoine immatériel national

Les participants à un colloque organisé mardi 14 janvier 2025 à Taroudant, sur le thème « Les documents familiaux et leur importance dans la valorisation de la mémoire et la préservation du patrimoine immatériel » ont souligné la motivation des familles marocaines à partager les documents familiaux avec les chercheurs et universitaires de diverses disciplines scientifiques, avec le but de les récupérer de la perte et d'investir dans eux dans la préservation et la valorisation du patrimoine culturel marocain dans ses diverses manifestations.

Intercommunalité et Coopération Territoriale

Targa-Aide mène depuis près de trois ans une large animation inclusive dans tout le territoire national visant à aboutir au développement et la mise en œuvre des Schémas Régionaux de Coopération Territoriale (SRCT) dans chacune des 12 régions du pays. L’établissement participatif et spécifique de ces 12 schémas constitueront la base d’un document de synthèse sous forme de Schéma National de Coopération Territoriale (SNCT). Ce programme est mené sous la tutelle de la Direction Générale des Collectivités Territoriales (DGCT), en partenariat avec la Banque Mondiale et l'Agence Française de Développement (AFD).

Il a comme objectif le renforcement de la coordination entre les collectivités territoriales pour une gestion mutualisée de certains services publics. La région de Souss-Massa, choisie comme région pilote, a permis de tester et d’affiner la méthodologie, qui est désormais appliquée dans les 12 régions du Royaume.

L’objectif est de renforcer les liens entre communes, mutualiser les ressources et encourager la création d’Établissements de Coopération Intercommunale (ECI) et de Groupements de Collectivités Territoriales (GCT). À travers cette démarche, Targa-Aide contribue à instaurer une vision commune pour un développement régional harmonisé et efficace.

Etat d’avancement : Le Schéma Régional de Coopération Territoriale (SRCT) de la région de Souss-Massa est actuellement en phase de validation par la Direction Générale des Collectivités Territoriales (DGCT) et la Banque Mondiale. Les projets de SRCT pour les autres régions sont en cours de finalisation, tandis que l’élaboration du Schéma National de Coopération Territoriale (SNCT) progresse, visant à harmoniser les initiatives intercommunales au niveau national pour une gestion territoriale plus cohérente et intégrée

Équipements Publiques Locaux

Déployé dans les 12 régions du Maroc, le programme des Équipements Publiques Locaux (EPL) contribue à la dynamique de décentralisation et de régionalisation avancée initiée depuis plus d’une décennie dans le pays. Son principal objectif est de réaliser un inventaire exhaustif des équipements publics locaux (gares routières, marchés, espaces sociaux, etc.)et d’en évaluer leur état et la qualité du service rendu afin d’optimiser leur gestion et d’améliorer la planification et les services de proximité.

En cohérence avec les articles 31, 33 et 34 de la Constitution de 2011, ces EPL doivent contribuer à rendre les espaces urbains et ruraux inclusifs, résilients et durables, alignés sur les Objectifs de Développement Durable et le Nouvel Agenda Urbain des Nations Unies. En partenariat avec la Direction Générale des Collectivités Territoriales (DGCT), Targa-Aide assure un accompagnement technique, des formations ciblées et une coordination avec les acteurs locaux pour structurer harmonieusement les territoires marocains.

État d’avancement : Avant de démarrer les enquêtes de ces équipements à l’échelle nationale, des réunions régionales et provinciales sont en cours actuellement visant à affiner l’inventaire des EPL, lancer officiellement et identifier les acteurs locaux concernés. Les formations pour démarrer les enquêtes sont en cours également dans toutes les régions du pays. Tous les outils nécessaires (questionnaires, plateforme en ligne, accès à la plateformes, etc.) ont été développés pour une mise en œuvre efficace.

Program Development of Regional Schemes and a National Territorial Cooperation Scheme

Program: Development of Regional Schemes and a National Territorial Cooperation Scheme

This program is initiated by the Ministry of the Interior, through the General Directorate of Territorial Communities, in partnership with the World Bank and the French Development Agency (AFD), the Performance Improvement Support Program des Communes (PAPC) with the methodological support of the Paris Region Institute and the assistance of the Targa-Aide association. It will make it possible to promote the development of cooperation between local authorities, and first and foremost inter-municipal cooperation which is embodied in particular in the Establishments for Inter-municipal Cooperation (ECI) and the Groupings of Territorial Communities (GCT). The objective is to initially develop twelve projects for Regional Territorial Cooperation Schemes (one SRCT per Region). The SNCT will be approved by the Ministry of the Interior on the basis of these twelve projects, after adjustments intended to ensure complete consistency. This SNCT will define the relevant geographical and functional perimeters of the ECIs and GCTs to ensure the harmonious and orderly development of this cooperation.

Specific partnership agreement relating to support for the national program of forestry infrastructure and equipment in Morocco

The fourth quarter of 2020 was marked by another collaboration between the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests (Department of Water and Forests) and Targa-Aide.

It is a framework agreement that covers several areas and consists of:

Complete the establishment of the green belt around Ouarzazate;
Provide support for the establishment of an inventory and a territorial diagnosis of forestry infrastructure and equipment and the constitution of a national database with an updated territorial division reference;
Implement a pilot activity to improve the incomes of populations in ecologically fragile mountain areas by introducing fish farming aimed at both biodiversity conservation and the improvement of household living conditions and the integration of young people in economic life according to the principles of a social and solidarity economy.

Containment and teleworking in Targa

To respect the state of emergency decreed by the government and to shelter all the teams, Targa-aide began working from home on Monday March 16, 2020. The field surveys which were already launched before the confinement were tracked remotely by digitally collecting the remaining data. The IT tools put in place since 2018 have proven to be extremely efficient and perfectly suited to this mode of remote working.
Face-to-face work has gradually resumed this week and will be, except for a few exceptions for whom maintaining telework is justified, generalized from June 10, the date scheduled for the lifting of confinement on a national scale.

"The National Coordination of the National Initiative for Human Development - INDH"

A general partnership framework between the National Coordination for Human Development (Ministry of the Interior) and the Targa-Aide Association has been set up.

It is an agreement that provides support for the implementation of programs of the National Initiative for Human Development. It covers two central axes:

Exchange of data in order to establish a social and territorial diagnosis with a view to the constitution of a multi-sectoral database;

New Headquarters of TARGA-Tangier

In 2020, the real estate assets of the Targa-Aide association were extended with a new office space to install the "data management center" of the regional branch in Tangier. TARGA-Tangier is a team made up of about twenty employees divided into GIS engineers, BDD engineers and technicians.
